Does anyone know a decent program that does this ^ without watermarks and can have less than 10 fps?

What do you mean, like you have a bunch of JPEGs, and you wanna put them together as frames for an MPEG?

You could change "file.bmp" to "file.mpeg" by erasing the bmp and putting mpeg instead, but I don't think that is the desired effect .

What Asparagus said. What I want to do is record dome film of the real world, break it up into jpeg for each frame, add some little charactera and then pile it back together to make an mpeg!

I have everything I need to do stuff like that, so I don't go looking for other programs, so all I can say is I know Adobe ImageReady (which comes with Photoshop) will let you do that, but it's either expensive or illegal depending on how you aquire it.

Well if you allready have the jpegs or bmps you could use something like Adobe Premiere or similar and throw them into the timeline then save as an avi and then use some free AVI2MPEG program you can find with google to convert the avi to an mpeg.

Possibly you could search google.com to see if there allready exist a program that can do excactly what you want.

animation shop that comes with Painstshop Pro (jasc.com) can do this fairly easy.
