In my Opinion it is. Although the English dubs are pretty bad. But Bebop is still up there.

I currently think Bebop is the best anime right now but there's so much anime stuff i haven't seen like this noir stuff but Trigun comes 2nd.

Bebop is a very good series, however, Noir is more story driven than Bebop (The overall plot in Bebop fits into 4 episodes) but there are definately not those "feel good" episodes like Bebop. Noir is very dark in feeling. It's also based on real movement, every animation in the series looks completely natural, it's kind of like Perfect Blue in terms of the animation style.

The first DVD of Noir contains a total of eight frames of animation. I'm told it gets good after that, but I'm not sitting for two hours waiting for 5 seconds of action.
