Nope. Anyone can buy the VIP tag for 500 DC Points. But I don't think it would be the most worthwhile use of your points.

DC Points are our made-up currency. You can use them to buy tags in the store (http://create-games.com/store.asp), give people trophies (go to their profile page), and look rich. 
I don't believe you can get a VIP status refund.
One of the perks of being a VIP was supposed to be trying out new features early. Perhaps Club could limit testing of the new TDC to VIP members at first?
