Is it possible to make a program start right up on its own when windows fires up?

Or in startup.ini, in the windows directory add a line
Run = "C:\Program Location\file.exe"
However that's a bitch to get rid of, so don't do it unless you're writing something malicious. And if you are, stop

Ah, one of those.
So it's a pc that runs Mame (the arcade emulator) or something straight from bootup but sits inside an arcade cabinet.

Doesn't have to be mame. I made a version of Bubblejump, but all arcade like, with coin insert and stuff. Noodle, I think he means start up the app, not begin a new game.
