Its more an engine than a game maker. I want to allow people to mod it so much that it feels like an entirely different game, just by swapping and changing files. Its not as much for the community as it is for me.
I also forgot to mention the main reason for all the moddability. The original idea for MASSIV ARMADA was that everytime you played the game, the computer would randomly swap externals and make almost every aspect of the game completely different. I just went overboard with the externals and it turned into something bigger. It will still be a very different game each time you play however.
