Try deleting the 2 actions and adding them again. Make sure you havent missed something like relative to (x,y) (normally (0,0)) so it is not created far away from the character. I take it you are not a newbie or anything, but errors happen also for proffesionals. It is often the smallest and stupidest things we take for granted that is correct that is however wrong.
Ah this horrible problem, I have this problem all the time in my games, but have just recently found a way to cure it.
When you do a shoot command like this it will work ONLY if the character shooting does not have a SHOOTING ANIMATION otherwise it will just shoot one way.
So to cure this you will need another active object (invisible) that is set position to the "action point" of the character. Change the shooting command from the character to the invisible object.
So remember set the position of the invisible object to the "action point" position of the character.
Hopefully this should work.
I've never got 'Shoot an Object' to shoot two objects in the same event. Use Create an Object and set the direction yourself, or put it on multiple events.
I would assume it's conflicting with another event. Probably not what you wanted to hear, but you'll have to look through your events to find what's wrong. Or, you could probably just make a second event to shoot ddown and to the right.
Oh, I guess you're using TGF. Perhaps TGF is just crappier in that particular way. I guess you'll need two events after all.
