I kinda chose that title coz my idea of a near-perfect game isn't exactly my favorite game. Obviously, games are far from perfection, but same goes from everything else in the world. But if you combine little bits, you may just achieve perfection.
Action.
Near-perfect - Counter-strike
Good multiplayering, plenty of flexibility (can play solo or as a team), and has plenty of tactics to use if you're smart enough.
Of course, it's physics, graphics, repeatability, etc suck... so many other games today beat it. But most new games fail to reach that concept of flexibility and tactics.
Favorite: Max Payne (1 or 2)

Good ideas:
Empire Earth - Nice steady movement from long ages. Lots of research possible, but you could raid and pillage as well. You could even design your own civilisation. But the AI sux, single player campaign sux, overall mood is pretty bad. Troops aren't special at all, most people could just do clones of armies. Has that 'rushed-for-Christmas' feel.
Rise of Nations - Best resource collecting concept. Reduces the liklihood that someone would make a massive city with 20 universities and 200 farms . Nice gfx too. Though it sucks at troop diversity, actual strategy, etc.

Gaming going bad my ass, people thought Nintendo was going shithouse yet its earned more then any others in the gaming industry, you may think Gaming is going bad but its actually going very good.
Closest game to perfection id have to say is ZeldaOT my all time favourite game, it was just WOAH, the new Zelda may become my all time favourite, but itll have to do a pretty damn good job
Never said gaming was going bad. Just that the original concept is bad. Most games just consisted of repeating the same things over and over again. Nice to see that things are somewhat improving, despite many companies just forking out clones of badly designed hits for profit, then tossing in a lot of hype.

The games are close to perfection because they offer up great gameplay, graphics, sound, stories, innovations, replay value, or any combination thereof. Most importantly tho, they are fun and games that, regardless of whether they came out last week (Lumines) or 20 years ago (Tetris), still get plenty of playing time in my house.
hmmm... but the Zelda series are getting a bit repetitive. You always save the world from ganon, using some kind of musical instrument with the power of the gods and all that...

The zelda games have a good formula, if you make a change you may upset the reason why it is so good, lots of people complained about zelda wind waker having cartoony graphics, so making changes are risky.
the cartoony graphics in WindWaker rocked! But they seem to run out of ideas: first a ocarina (ocarina of time), then a harp (oracle of ag(gggg)es) and now a conductors baton (windwaker), what instrument will they use next? a conductors baton? that's getting a bit... Idiotic...
Well i like the Zelda games, it's just that it gets too easy if you've played the earlier versions when you always know exactly what's next...
For me, the closest game to perfection has to be Civilization 3 (or any other game in the Civ series for that matter). It has virtually unlimited replay value, masses of depth, tactical gameplay, and it's very rewarding and addictive too. It teaches you stuff about history, and manages to be fun at the same time, Sid Meier is a genius.
Civ3 still has a lot of room for improvement. It's a bit too slow and doesn't allow you to auto-build things easy enough. Damn governors are hard to come by. And all those roads/rails get ugly. And the game gets kinda annoying during wars, when you send hordes, and they send hordes to raze your city.
But good concept anyway. Hmm... gives me an idea...
