What is the best way to make rain or snow with as few active objects as possible. Extension?

In a top view game in MMF.

With as few active objects as possible? Maybe you could try something with the Bullet object.

If it's absolutely top-down, you can just have 20 or 30 active objects with water droplet animations, then just set their x and y positions to random places on the screen every time the animation loops.
