Using the window control object I can change the size of a window however I cant seem to control which part of the frame will appear in the window. Ive tried centering the window on an active object using the
story board control-scrollings-center window position in frame
but it doesnt work

You'll probably have to enable 'Resize to screen size at start' in your frame's properties, and resize it to your desired initial size at the start of the frame.

If I understand you correctly, you want more of the frame to appear, you'll want to make the inital size of the screen something like 1280x1024 then at startup you set the window size to how much you want visible by default.

 
As a boy, I wanted to be a train. I didn’t realize this was unusual—that other kids played with trains, not as them.
