In RL elections, people vote for themselves all the time. So I don't see why they can't vote for themselves here (with only one vote, of course). Those who don't even vote for themselves really don't deserve to win, since they don't really bother with the GOTW anyway.
But yeah, you can vote for whoever you think deserves to win or you can vote for your own game.
"Still, what about games with multiple authors? Even if the one who uploaded can't vote, the remaning authors will still be able too."
