It was only two sentences long. The time limit would be to prevent farming; that is visiting other forums and getting a bunch of people to vote for you (the problem with that being that they generally won't have played the other games, which nobody does anyway, but it's a major imbalance to the process in this case). The IP limiting prevents the same person voting multiple times, whether they create the accounts in advance or not. That prevents scripts or manual puppet-voting, but it wouldn't solve the problem alone. n/a
